News: Provision of Care and Support at Brookside Extra Care Scheme in West Lancashire
TENDER TO PROVIDE SOCIAL CARE SUPPORT WITHIN EXTRA CARE SHELTERED HOUSING THROUGH THE USE OF PERSONAL BUDGETS
Tenders are sought from suitably experienced CQC registered providers for the provision of social care support within the Extra Care Housing Scheme 'Brookside' in Ormskirk, West Lancashire. This is an exciting new development, planned to open in March 2012 with 111 self contained apartments, including over 80 two bedroom apartments. We would expect the successful provider to have a presence on-site from January 2012 onwards.
Tenants with eligible social care needs will receive a personal budget enabling them to meet their needs. Collectively they will purchase the core support they require, and have the option to buy individual hours of support from either the successful provider, or an alternative provider.
It is envisaged that a number of tenants are likely to choose the option of purchasing services from the successful provider, providing that the services they are being offered are of a high quality, flexible and person centred.
The contract period is for 12 months with the option to extend annually for maximum contract duration of five years.
Providers must be registered with the Care Quality Commission to provide domiciliary care.
In addition, eligible tenants will receive Supporting People funded Housing Support through a menu of options (including community alarm provision). Therefore providers must be able to deliver quality housing support in accordance with the requirements of Lancashire's Supporting People Programme.
Providers must either be accredited by the Lancashire Supporting People Programme or be able to demonstrate the potential to provide housing support within the Pre Qualification Questionnaire.
Providers must be able to demonstrate:
- The knowledge, skills and abilities to develop services and supports within a new development.
- The ability to offer high quality supports whilst responding flexibly to the fluctuating needs of individuals
- A commitment to working with people in a person centred way that maximises their independence and connection to their community
- An understanding of the opportunities that personal budgets offer to the people who receive them
- Experience of support planning with budget holders
- Experience/Knowledge of delivering housing related support (Supporting People

How to Tender
This is a two stage process. The first stage is completion of a Pre Qualification Questionnaire. Information provided from this will be used to establish suitability and to form a shortlist of organisations who will be invited to tender for the contract.
Providers wishing to tender are required to complete an electronic questionnaire via the Council¿s e-tendering website:

Providers who are already registered on the e-tendering website will be able to access the questionnaire by logging in to the website. Providers who are not currently registered on the e-tendering website will need to go to the above web address and register as a new user.
